  • Context:Ghana-seducation system comprises a basic level (kindergarten, primary and lowersecondary), secondary (upper general secondary/technical/vocational), and atertiary level, as well as complementary education or non-formal education. Ghana has made significant progress inimproving primary education access in the past two decades. Gross enrollmentratios (GER) have improved significantly at KG and primary levels from 60percent to 106 percent and from 83 percent to 99 percent, respectively. Despitethese improvements, education performance has been relatively low at the primarylevel. Only about half of learners assessedin grade 4 met the minimum competency benchmarks in the National StandardizedTest (NST). Giventhis background, Ghana has embarked on an ambitious set of reforms, includingdevelopment of national teachers standards through the National TeachingCouncil, introduction of a new standards-based curriculum, an overhaul ofpre-service teacher education, and reforms to improve accountability andlearning outcomes across basic schools to improve the quality of foundationallearning. Through the World Bank-financed Ghana Accountability for LearningOutcomes Project (GALOP), the Ministry of Education is implementing some ofthese major reforms at scale. These include extensive professional developmentand in-service training (INSET) for teachers, introducing differentiatedlearning at the primary level in schools, coaching and mentoring of teachers, strengtheningthe curriculum and time allocated to literacy and numeracy among others todeepen foundational learning in Ghana. ProblemStatement: Despite Ghana-s significantprogress in achieving universal primary school enrollment, student achievementcontinues to be a challenge.
