Description:
In 2023, Ghana-s total installed capacity was about 5,630 MW with a dependable generation capacity of about 4,648 MW, against a peak load of 3,618 MW. This resulted in a reserve margin, above the 18 percent required threshold. However, over the next 5 years (2024-2028), with estimated annual growth rate of between ~5 - 7 percent, Ghana-s peak demand is expected to increase and would require additional generation capacity to meet the growing demand and maintain the reliability of the power system. To make up for this shortfall, the Government of Ghana (GoG), is continuing with bilateral negotiations with prospective investors for generation plants and has reached closure on several discussions. However, several of these PPAs (and other existing PPAs) are non-standard with complicated pricing and penalty scheme. GoG through its energy sector recovery program introduced measures to restore financial stability to the sector. One of such measures is the issuance of a Policy on Competitive Procurement of Energy Supply and Services Contracts through the Ministry of Energy in 2019. The Policy was to ensure that energy supply and service contracts procured by the Government of Ghana (GoG) and state-owned entities were obtained through a transparent, public, and competitive process aligned with a least-cost plan for the power sector. This was to be done with the approval of the Technical and Economic Regulators, Energy Commission (EC) and the Public Utility Regulatory Commission (PURC) respectively. The MoE has subsequently submitted a legislative instrument mandating competitive procurement for all new generation to the Parliament Committee on Subsidiary Legislation for review.
