  • Expression of Interest are invited for Ghana Service Delivery Indicator Survey (Health) Survey Organization Consultancy. Publication Date: 10-Jan-2023 Expression of Interest Deadline: 26-Jan-2023 Ghana is implementing unprecedented health reforms to transform its health system with a particular focus on the financing, organization, and delivery of primary healthcare. However, information about service delivery is not fully available, specifically about the capacity of service delivery such as the availability of equipment and medicines in primary health care (PHC) facilities, knowledge, and skills of health workers. To continue strengthening primary care level, Ghana needs to capture the current baseline of its development accurately. A comprehensive diagnosis of the primary care system will help identify areas of improvement for access, quality, and efficiency of care at this level. The Ministry of Health (MOH) of Ghana, through the Ghana Health Service, in partnership with the World Bank, is undertaking a survey to measure health facility quality and capacity across the country. This survey will not only inform the plans of the MOH but also will provide key insights for World Bank work in the country and region. Service Delivery Indicators (SDI) surveys generate nationally representative data on the quality of PHC services. The data collected will generate a platform for social sector accountability and benchmarking of results, within and across countries, and over time. The health SDI in Ghana will measure service delivery across all levels of health facilities that provide primary health care in the country, with a special focus on measuring: 1) Facility characteristics: medicines, infrastructure, equipment and supplies assessment; 2) Provider characteristics: accurate diagnosing and treatment of common health conditions, adherence to clinical guidelines, absenteeism rates and assessment of working conditions; and 3) Patient experience: satisfaction, and extent of out-of-pocket expenditure. The World Bank is seeking the services of a firm or consortium of firms to conduct surveys in a nationally representative sample of health facilities using the SDI survey methodology. The sample will include approximately 500 primary health facilities, 1500 medical staff, and 2500 patients, however, a more precisely estimated number will be agreed before contract signing. The specific objectives of this consultancy are for the survey firm to: (i) collect high-quality facility-based data on inputs, resources, and quality of service delivery in health, (ii) produce a clean data set, and (iii) archive the documentation and data. How to apply This call for expressions of interest (EOI) welcomes the submission of a preliminary pitch document from qualified firms to be evaluated through a competitive process. Interested firms should provide a logical, well-structured EOI consistent with the articulated vision and details provided above. Firms should electronically submit their EOI as a Word document. The document should be no longer than 3 pages containing the following content (all mandatory): - Overview and understanding of the request - Business case conveying the reasons your firm is best suited for the services required - Proposed approach to undertake the assignment - Summary of organizational qualifications (including past clients, countries/populations served, health contexts addressed, etc.). Supporting documentation of relevant experience may be attached as an annex. - Organization and team composition including CVs of all key staff who will be engaged on the assignment; CVs may be included as annexes.
