Description:
The Government of Ghana throughits Ministry of Energy is looking to carry out its first 150MW - 200MWutility scale Solar photovoltaic (PV) auction, as solar PV represents the leastcost option for power generation due to decliningcosts and fast installation. This project is expected to be developedin partnership between the Volta River Authority (VRA), which is the state-ownedpower generation company, and private developers. Whilstthe VRA will be responsible for the provision of the solar project site, the appropriatetransaction structure (i.e. the nature of the partnership, projectresponsibilities, profit sharing, off-taker and contractual structure, etc.) isyet to be designed. VRA has already identified theland at Loagri in Ghana (in the North-East) for building / auctioning the solarplant, approximately 72 km from GRIDCo-s 330/225/161 kV Nayagnia Substation. Government of Ghana is seeking WorldBank support to design an appropriate transaction structure for potential solarauctions in Ghana, as a pre-cursor to the transaction. World Bank, through thisTerms of Reference, intends to invite firms for conducting the pre-feasibilityanalysis for solar PV in Ghana.
