• Title : Engagement of Social Investors/Service Providers
  Description : The Government of Ghana has received financing from the World Bank toward the cost of the Ghana Education Outcomes Funding (EOF) Programme and intends to apply part of the proceeds for consulting services. The consulting services ("the Services") under EOF will implement activities with the objective to "Strengthening support for schools and Out-of-School-Children (OOSC) through education outcomes funding (EOF)". Under this sub-component, payments will be made against project expenditures for pre-agreed outcomes once they are successfully delivered, instead of for inputs, processes and activities. Where required, social investors would provide the upfront capital for non-government delivery partners (service providers) to work with schools to achieve contractual outcomes. Once contractual outcomes are achieved and targets are met, the government would pay the agreed amounts. The primary outcomes will be learning gains in foundational literacy and numeracy, and placement and retention of OOSC in formal schools. The purpose of the REOI is to invite prospective social investors/providers who will submit Expression of Interests to provide services for designing and implementing innovations and interventions to support OOSC and primary education in Ghana. The EOI will initiate a procurement process for a Long-Term Agreement for 5 years with social investors and or service providers to develop and implement interventions that will meet the objectives of this programme.
