• Tenders are invited for Early Grade Reading Assessment (EGRA) Scope To support the two rounds of data collection during baseline and endline, the firm will: Recruit and hire appropriately skilled enumerators. Sufficient numbers of enumerators should be recruited to allow for possible attrition of staff during training and data collection. A total of 25 enumerators should be recruited for the training, and 20 enumerators should be retained for the data collection. Enumerators must be fluent in reading and Akupem Twi and Asante Twi and have prior experience administering EGRA. Enumerator teams will visit two school per day such that each round of data collection is completed within 5 days. Enumerators will be recruited and supervised by the firm. Review the T2E Early Grade Reading Assessment materials and training materials. Client will provide both paper and Tangerine-based versions of the EGRA, as well as EGRA training material. The firm shall review the EGRA and the training material, flag any issues and work collaboratively with client to ensure that the EGRA is ready in advance of the training. Collaborate with client to finalize the training agenda, which will include both EGRA and student/teacher interviewing. The training will last five days at baseline and two days at endline (if enumerators from baseline and endline are the same). The firm shall include two inter-rater reliability tests as part of the training for enumerator quality control purposes. Enumerators who score poorly on the inter-rater reliability tests will not participate in the data collection. At baseline the training will include two pilot field tests. Client will provide the list of schools for pilot tests. Co-train the enumerators with client staff. The firm shall provide at least two appropriately skilled trainers to train enumerators on the EGRA portion of the trainings. The firm-s trainers shall work with the client trainers to revise the EGRA should there be any issues that arise during the training (e.g. clarity of instructions, issues with Tangerine programming, etc.). During data collection, provide appropriate supervision and quality control of the enumerators. Contractor is expected to carry out data collection electronically via tablets. Responses should indicate whether bidders have tablets available, and if so, the model and type of tablet, and whether they can install Tangerine software and administer EGRA. If tablets are not available, indicate so and include in your budget. Contractor is expected to perform daily checks on the data during the data collection period and send daily reports to client.
