Description : The Government of Ghana and its Development Partners as part of the on-going decentralisation and local governance reforms, commenced the implementation of a Performance-Based Grant System (PBGS) for Metropolitan, Municipal and District Assemblies (MMDAs) in 2018, using the District Assemblies Performance Assessment Tool (DPAT). The overall goal of the PBGS is to improve the performance of the District Assemblies Specifically, it aims to:• Provide information on District Assemblies- compliance with legal and regulatory frameworks. • Obtain performance information on the functional capacity of District Assemblies • Identify capacity gaps of District Assemblies.• Establish a link between performance and capacity building support.• Provide a basis for incentivising District Assemblies.
