Description : The Government of Ghana and its Development Partners as part of the on-going decentralisation and local governance reforms, commenced the implementation of a Performance-Based Grant System (PBGS) for Metropolitan, Municipal and District Assemblies (MMDAs) in 2018, using the District Assemblies Performance Assessment Tool (DPAT). The overall goal of the PBGS is to improve the performance of the District Assemblies Specifically, it aims to:• Provide information on District Assemblies- compliance with legal and regulatory frameworks. • Obtain performance information on the functional capacity of District Assemblies • Identify capacity gaps of District Assemblies.• Establish a link between performance and capacity building support.• Provide a basis for incentivising District Assemblies.The DPAT is an expansion of the Responsive Factor to include indicators used to evaluate the performance of District Assemblies on their compliance with existing legal, regulatory and policy frameworks which forms the basis for the provision of the financial incentive.The Ministry of Local Government, Decentralisation and Rural Development (MLGDRD) has initiated the process to conduct the Sixth DPAT Assessment of the District Assemblies which will cover the following thematic areas:• Management, Coordination, Monitoring and Evaluation• Functional Capacity in Planning • Financial Management and Auditing• Procurement• Accountability, Transparency, and Par...
