- CONSULTANCY TO SUPPORT THE MINISTRY OF FINANCE IN REVIEWING THE IMPLEMENTATION AND EFFECTIVENESS OF PROGRAMME-BASED BUDGETING (PBB) IN GHANAThe assignment will provide a holistic diagnostic review and proposal for improvement of Ghana-s PBB framework and practice, identifying achievements, bottlenecks, and reform opportunities to improve alignment between resource allocation, outputs, and outcomes, while also benchmarking against international good practices. Specifically, the objectives of the assignment are to: Effectiveness and Results assess the extent to which PBB adoption has improved budget credibility, allocative and operational efficiency, and sector outcomes; and determine how these outcomes can be measured or verified through performance data, evaluation reports, and other evidence. System Integration Examine alignment between PBB, the Government Chart of Accounts (CoA), and GIFMIS. Identify system or data capture gaps affecting programme budgeting and reporting. Programme Structure and Indicator Quality Review programme, sub-programme, and activity structures for clarity, coherence, and alignment with national plans and sector strategies. Assess whether current performance indicators are well stated, relevant, measurable, and capable of driving accountability; and propose improvements.
