- BackgroundArtisanal and small-scale gold mining (ASGM) in Ghana plays a significant role in rural livelihoods and the national economy. However, the sector is characterized by complex social, economic, and governance challenges. A substantial proportion of miners operate informally, often as a livelihood strategy in contexts marked by poverty, land pressures, and limited alternative employment opportunities.Policy responses have frequently conflated informal mining with criminally organized illegal mining, contributing to enforcement-driven approaches that have, at times, reinforced community distrust and social disruption. Meanwhile, illegal mining linked to organized networks and illicit financial flows has become increasingly embedded within informal ASGM settings, further complicating governance and reform efforts.In many regions of Ghana, ASGM intersects with other rural livelihood systems, particularly cocoa production. Declining agricultural productivity, climate and disease pressures, and shifting relative returns between agriculture and gold mining have reshaped household livelihood strategies and land-use decisions. These dynamics have intensified land competition, altered local power relations, and influenced community responses to mining reform and enforcement.Recognizing these challenges, the World Bank seeks to undertake an analytical study examining the social dimensions and impacts of informal and illegal gold mining in Ghana, with a view to informing socially inclusive and sustainable sector reform.ObjectiveThe World Bank Minerals and Metals Department is seeking a qualified consulting firm or academic institution to conduct an analytical study on the social dimensions and impacts of informal and illegal gold mining in Ghana.
